Rogue is a pretty weak class, and twf rogues are extremely weak. Lack of full bab, dumping strength to get dex to get twf, and the mediocrity of back stab all works together to make twf rogues strong on paper and weak in game.
One level dip into Maneuver Master monk for Improved Dirty Trick, and they pOwn.

Other than you're still a low str, character with a medium (technically worse than medium since monk gives +0) bab, who takes -2 to the maneuver you're basing your character concept around, sure, they pwn.

To get the most out of the elven lightblade and thinblade, you'll need weapon finesse (since you probably can't afford a high strength with all the dex you'll need) and, probably, improved critical with each of them (or take Improved Crit. for the thinblade, and get yourself a keen lightblade).
I think possibly the best TWF build available in Pathfinder is the Red Mantis version that wields a Sawtooth Sabre in each hand, thus getting the benefit of Weapon Focus, Weapon Specialization, Improved Crit, etc. with both attacks instead of having to take each of those feats twice for two different weapons. You might actually be better off with two lightblades than the lightblade/thinblade combo, for exactly this reason. Although at that point your build is starting to look like Drizzt Do'Urden, which with some GM's would be the equivalent of painting a huge red bullseye on your back....

Has anyone suggest pure ranger? With a 20 point-buy you'll only ever need 3 points into dexterity so they can grab double slice.
20 point-buy I would go
Str 15, Dex 14, Con 14, Int 10, Wis 14, Cha 8
so as an elf it would become
Str 15, Dex 16, Con 12, Int 12, Wis 14, Cha 8.
Elite array I would go
Str 15, Dex 13, Con 14, Int 10, Wis 12, Cha 8
so as an elf it would become
Str 15, Dex 15, Con 12, Int 12, Wis 12, Cha 8.
Grab TWF from level one and double slice with the combat style feat; never increase dexterity again because all the rest of the feats can be made up with style feats.

I'd go ninja 4 (or 5 if you really like Sneak Attack) then straight fighter (two weapon warrior archetype from APG). Pick up Critical Focus, Bleeding Critical, and Sneaking Precision, and use your Ninja Tricks to get Rogue Talent (Finesse Rogue [Weapon Finesse]) and Combat Trick (any combat feat you need for the build).
You will only be one point below a fighter's full BAB, but that pretty much goes away with one of your archetype abilities. I built a character like this who wielded 2 whips with the Whip Mastery feat tree. His base dmg capped at about 60 DPR (all attacks weighted for hit ratio at lvl 20), but his real strength was the bleed dmg.
He also took Shatter Defenses and Blinding Critical, so not being able to flank rogues made no matter, he's just intimidate them, hit them to make them flat-footed, then SA him, blinding them with the 2nd SA and inflicting stacking bleed with later SA's.
Just make sure that you are optimizing your Dex and any armor around that, as it affects both your to-hit and AC. And remember, this build isn't about large amounts of dmg per hit, it's about getting multiple hits in for the SA and Bleed (not that you can't get some direct dmg).
