I believe many people say that you can have adamantine arrow heads on normal arrows. You recover the heads and use the Craft skill to make new arrows - this is possible because although the shafts break the heads are fine.
The rules for ammunition on say "normally lost" and 50% chance of lost if they miss. You DM can rule as he likes.
Since shuriken have no fragile component - they are all metal - it would seem reasonable to reuse them (if made from adamantine).
Considering you can buy 300 normal shuriken for the price of a single adamantine shuriken its not exactly that great a deal. Adamantine weapons are automatically masterwork.
----
However to make masterwork shuriken you add 6gp per 'unit' of ammunition. I am not clear if this is +6gp per 5 shuriken or per 1 shuriken.
I would rule per 5 else it seems a terrible deal.

Making masterwork arrows can be done if you have craft: bow. I would allow craft: shuriken if I were the GM. Then you would just follow the rules for masterwork crafting. Meaning it will cost you 1/2 of (300g + the cost of normal shuriken) to make 50 masterwork shuriken. That means they have a nominal "value" of 6g each. Perhaps you have a skilled craftsman in your town who could make them for you at that price. Otherwise, see if you can get the skill and make them 50 at a time at 150g + the 1/2 the base price.
EDIT: Oops, actually it's 1/3 the cost, not 1/2.
