Maybe I am just too dumb for this...
In the old fishery, there are a couple of paths one can follow to reach Lamm's Playground... none of which are easily traversed.
Given the fact that Lamm occasionally ventures into the city, and given the fact that the thugs will occasionally go down to Lamm (and up back again)... how on earth do you easily get to and from his area? What did I miss?

Ah, you are talking about the first part of the Adventure Path 'Curse of the Crimson Throne', no?
So, perhaps just house rule that Lamm and co-horts always 'Take Ten' or even 'Take Twenty' to traverse the long way?
Or, as another way, his hidden area is directly below the large opening in the floor above. Nothing stopping people from using chains, winches and pulley's from ascending and descending between the levels. They just tuck such things away when not in use.

Lamm uses the rowboat to get to shore and back, then comes through the side door. I would guess that he uses the treacherous walkway as a alarm for when his flunkies are coming, so he is ready in case they begin to mutiny. I played it as if the flunkies had never been down there, that they lower the booty on ropes through the holes in the floor.
