I would assume it's only up to a level you can cast, right? So a 1st level wizard can't use any metamagic because he can't cast 2nd level spells. Or am I wrong?
He could use +1 Metamagic feats such as Still or Silent Spell on o-Level spells, but they would use up one of his first level spell slots.

You can take the Spell Perfection Feat on one spell that allows you to apply a single metamagic feat to a spell without increasing its level - as long as the adjusted spell would not be considered higher than 9th level.
You can use an appropriate metamagic rod on a spell as it is cast.
There are probably others.

Magical Lineage only applies to a single spell chosen when the trait is selected.
However, you can take the Spell Perfection feat with the same spell, potentially using two metamagic feats on the spell without increasing the effective spell-level: want to cast a Maximized Intensified or Quickened Intensified fireball from a 3rd level spell slot?

Your assumption is basically correct, minus feat or trait adjustments that lower an effective level of the final spell. But yes you can only prepare/cast a metamagic spell up to the max of your casting level.
