I just want to make sure I ahev the rules clear on this.
A magic item that increases an ability ( say belt of giant str +2)
After you leave it on for 24 hours it is considerd a permanent bonus and you may use this bonus to qualify for feats.
If you ever drop below that you loost accsess to the feat untill such a time where you have the needed ability score.
Is that correct?

Yep. The only things that would make you drop a stat are removing the magic item (or suppressing it) and stat drain (not damage). But in either of those cases, you may start losing access to feats. And remember that if you lose a prerequisite feat, you lose anything that depends on it, even if that later feat doesn't have a stat requirement.
