Since half elves get two favored classes, if they level up in one favored class, can they take the favored class option for the other? (e.g. if a fighter/rogue half elf levels up as a fighter, can they take the favored class option for a rouge and add +1/2 on bluff checks to feint etc.?)
The wording of "Favored Class Options" (on p. 17 of the APG) seems to leave this unclear: "The following options are available to all half-elves who have the listed favored class . . ."

The only significant difference in text between half-elf and, for example, half-orc, is this: "and unless otherwise stated, the bonus applies each time you select the listed favored class reward."
So without anything saying otherwise, in order to select a favored class reward, you must gain a level of that class.
Meaning, if the fighter/rogue levels up as a fighter, he can choose a fighter favored class reward. If he levels up as a rogue, he can choose a rogue favored class reward.
