I want to start a homebrew campaign for around 4-6 people. These people I'm inviting are in it more for the rich story and colorful backgrounds rather than the slash and bash technicalities, and I really don't want to start a WoD campaign, so that's out of the question.
If you have any ideas story-wise or mechanic-wise, I'd love to hear them.

Drug cartels are only issues in countries and regions with a VERY strong rule of law/but inablity to enforce said law. For example modern Iran has a very high use of drugs, in spite of being an islamic theocracy. Only very corrupt governments or very culturally relaxed governments allow major drug use. For example in the US the drug cartels have little power compaed to that of Cartels in Mexico or El Salvidor. Thus you need to find a country in Golarin that has a government strong enough to outlaw the drug trade, yet weak enough to have cartels. Cartels challenge the government. So you need a weak state and domestic consumption or at least trading.

So something like a corrupted Andoran?
Also it doesn't necessarily have to be in Golarion (which I was originally thinking anyways), unless I put faction feats and traits.
Isger might be a good location. It is a puppet state of Cheliax because they want to protect trade routes important to Cheliax. Their armed forces (and I would imagine city guard) is required to spend a lot of manpower and attention on protecting important routes.
Corrupted Andoran would be Galt. Its forever revolution might leave people with no choice but to go to illegal means for security. While the Galatian mob might be more consistent in protection you and yours it also can be remarkably inconsistent in how it treats you.
The nice thing is that the government of Galt can change whenever the story demands it. Suddenly rules change, enforcement changes, things are crazy, more people are getting executed.

Thanks! Actually the reason I don't use Golarion is cause my knowledge of it is my weakness as a PF GM.

Well if you start them you might like them. They are probably my favorite series.
However, just 1 or 2 will probably give you enough of an idea of how the world is set up to give lots of ideas.
I have been kicking around the idea of building a campaign in a similar world myself. But Ijust haven't had the time lately.

From what I gather, Taldor's the posh upper-east side of Golarion's Manhattan?
Yea it has this great near victorian posh feel to it. Except just like the victorian age the lower middle class and the poor had a really hard go of it.
If you are reluctant to splurge on the book I highly recommend the PDF for the Inner Sea Guide (link). It is only $9.99 and it is broken up into chapters so your computer does not choke on it.

After much thought, I got the book. Galt looks wonderful. Isger's a bit not what I'm looking for. Jalmeray is also an idea if I wish to bring this to the Middle East, as well as Varisia, it being a merchant place.
