DM fiat your boots to horseshoes. You re-fit those boots of teleportation to horseshoes of teleportation.

As I read it hoofed should be 0-point feature. It's "benefit" is a very minor one, certainly not worth that 1 RP.
It almost should be a -1 RP feature.

That's a poor fix.

As it stands in the playtest, it should be a - RP cost. I suppose you could make a kick/hoof natural attack at -5 BAB (and a penalty to your class BAB for other attacks), but why?... it's mathematically awful.
Maybe if it gave a bonus versus stepping on caltrops & like goat hooves, offered a Climb or difficult terrain bonus. Even then, maybe.

Depending on the terrain, hooves might actually give a penalty to Climb checks. And I can't really imagine something like a Satyr, Faun or Draenei really bothering to stomp people with their hooves. On a side-note, don't Minotaurs have hooved feet? (Just wondered since I made my own homebrew race with hooves, and found it annoying that it actually cose me 1 Racial point, which forced my race into using a total of 20.)

In a faint effort to bring it back on topic. I was also wondering why quadruped requires the base creature to be large and why its a monstrous ability.
Unfortunately a running theme seems to be "if it ain't shaped like a human it has to be monstrous", the actual standards of your personal setting be damned. :(
While Quadruped as Large does help me with one of my races(well, the chassis of quadruped at least) I can see a LOT of folks having ideas that need Quadruped to work for medium or smaller races.
And a big +1 to everyone complaining about Hoofed. There is no real good reason for it to be locked out for standard races.
