Scrolls are found in dungeons - it it correct the wizard, the sorcerer, the rogue, or anyone with UMD high enough can cast off scrolls without up to the number of scrolls they have?
In other words, the wizard who walks about with 20 scrolls increases his number of spells per day +20. Is this potentially correct?
And if so, is there a simple standard (cost, time)that GMs use to prevent the players from becomming walking arsenals? lol

In the above scenario, yes, a wizard would have exactly those +20 spells per day once, because casting consumes the scrolls.
Scrolls also have a certain cost associated. Check the wealth by level table to verify if characters have too much gear :-)

Casting from the scroll expends the scroll, so while the wizard might start a day with +20 spells, if he uses any then they're gone until new scrolls are found/purchased.
Adventurer's Armory IIRC says a scroll case can hold 4 scrolls easily, more can be put in but that increases the time to get the scroll out to use.
If you have scribe scroll, then you can make additional scrolls for
25g * spell level * caster level
purchased scrolls are 50g * spell level * caster level.

Also, don't forget that scrolls are generally made at the minimum caster level, and with the lowest required ability. Therefore, their saves and duration aren't great. A 9th level wizard using a scroll of fireball does 5d6 with a 14 DC.
Scrolls are great for utility spells and buffs, and help a wizard be more versatile, but they don't really upset the balance, IMHO. For offensive firepower, the wizard will still want to have that spell memorized.
