It means that, as of right now or maybe even as of 2-3 weeks ago, Paizo feels/felt that they had received enough feedback on the Samurai and Ninja to proceed with the next round of internal design and testing.
Comparatively, the gunslinger was a disaster. The class was all but unplayable until 11th level, when it suddenly exploded into...something that still wasn't as good as a Ranger Archer. There were multiple community variants that rebuilt the class from the ground up and were significantly more stable without being overpowered. There was a variant rule involving pickles that made the gunslinger work significantly better.
It needed a second round of playtesting much more than the other two.
None of the above means that Samuari and Nija won't get another round of playtesting, but it does probably mean that it won't happen for a while.
Ultimate Combat is still, what, 5-6 months away? There's time.
