Hey all, I've whipped up the Ninja class playtest as a PCGen dataset, and I'd be happy to share it with everyone.
(1) Where would be the best place to upload the file?
(2) Any issues I should be aware of before I upload it?Thanks, I should have the Samurai done pretty quickly as well :)
Have you decided on an upload location. I would love to get a copy of this.

And more to answer the questions of the OP:
* How much of the rules are duplicated by PCGEN?
* Is it possible to create and play a Ninja without buying the book (or downloading the playtest)?
* Has Paizo ever made their opinion on people sharing PCGEN data known?
I'm not saying you shouldn't do it. I'm just saying these are the questions I would ask myself before uploading the data. That said I know nothing about this program, so feel free to ignore me (in fact, I might recommend you do ignore me ;)).

What is PCGEN? What software do I need to run it?
PC Gen is a free, open source character generator with some GM tools like an initiative tracker
Its interface is not the most user-friendly, but they are gradually improving this, and you can do pretty much anything you need to create a character. It has been around since 3.0 and has won many Ennies.
You need JAVA. It will run on Windows, Unix, Linux, and Mac OS.
And more to answer the questions of the OP:
* How much of the rules are duplicated by PCGEN?
I am not the OP, but it contains all that is necessary to create a character. Abilities not described usually contain a reference to the page of the core rulebook where you can find the rules (and of course you can always access the free PRD online for reference as well).
* Is it possible to create and play a Ninja without buying the book (or downloading the playtest)?
If you downloaded PC Gen and installed his dataset, you would be able to create a Ninja without buying the book. It is possible--and of course the OP can answer this better than I can--he did not include all descriptive text and you may need the free playtest for reference just in case.
* Has Paizo ever made their opinion on people sharing PCGEN data known?
To the best of my knowledge, everything PC Gen contains is OGL compliant material, so no opinion is needed.
Further, PC Gen is open source, so if Paizo really wanted, they could make their own version of PC Gen (not that I expect they would--but what I'm getting at is that just as PC Gen is using free openly licensed material, it itself is a free open source program).
