This is a relatively simple question, that I can't seem to be able to answer.
Let's take a Magus/Cleric, and then multiclass to Mystic Theurge, and crank it up to level 17. That gives us Cleric 3/Magus 4/Mystic Theurge 10.
Would Spell Synthesis work with Spell Combat? The concept is awesome, and maybe a tad strong, but would it work?

This requires several steps to answer:
Can you use spell combat with cleric spells?
Answer:No, you need the Broad Study Arcana, which requires you to be a level 6 Magus.
But if I take 6 levels of Magus 4 of Cleric and 10 Mystic Theurge does it work?
Answer: Yes you can use you Cleric spells with Spell Combat, and it´s a pretty neat trick however....
However what ?
Answer: Spell Combat doesn´t actually allow you to cast 2 spells, and Spell Synthesis simply allows you to use 1 action to cast 2 spells once per day. Since Spell Combat itself is a full round action, that doesn´t actually give you a standard action to cast a spell, the trick doesn´t work. And even if it did, 1 per day is hardly worth the loss of BAB, the lower hit dice, the loss of spell pool points ......
On the other hand if you reallllly want to spellstrike with cleric spells, or in other words full attack and drop a cure wounds spell on you ally...it could work.

Spell Synthesis doesn't require an action, though. It lets you cast two spells as part of the same action, i.e. whatever action you used to cast the first spell. So if you cast the first spell as part of a full round action, you can use that same action to cast a second spell.
I don't think this build is exactly optimized, but being able to deliver Harm with a Keen Scimitar... scary.

This is correct. A magus 6/ whatever/ theurge 10 would be able to cast two spells through spell combat, one from each class' list.
