Metamagic Feats When Creating a Staff

Can you create a staff with a spell that has a metamagic feat applied to it? (Taking into account the higher spell level)

For example:

Quicken Haste for 1 charge: 400* (3+4) * Caster level 13?

I'm thinking feats can be added custom or on random generation.
1D20
1-5 No changes
6-10 Add 1D10 caster levels.
11-15 Add metamagic feat
16-20 DM's choice

Note a periapt of health needs more levels to guard against Lycantrophy. Bad guys may have barkskin potions with more plusses.

Please note there is the staff of power that uses metamagic spells in core.

Everything is right except all 10 charges will be quickened and require a 13th level caster to recharge. This goes up if there is a more powerful spell such as time Stop in it.

Perfectly legal.

A staff with different spells than those listed in the Core Rulebook is a new magic item. I agree there are precedents to allow it.

"Using Staves: Staves use the wielder's ability score and relevant feats to set the DC for saves against their spells. Unlike with other sorts of magic items, the wielder can use his caster level when activating the power of a staff if it's higher than the caster level of the staff."

I'm sure we're all familiar with this paragraph. Am I missing something? Is there any reason I can't use my new Staff of Power I pulled out of a Fae tomb to cast 10 Empowered Intensified Fireballs Heightened to level 5 doing 15d6 damage × 1.5 for an average of 79 points of damage each?

Yes. The feats set the DC for saves, and the caster level. They don't let you modify the spell in metamagic ways.

So it'll use your spell focus, but not your quicken spell.

I'm not sure if quicken spell feat can apply to a staff, or if using it always take a standard action.
Besides that, nothing in rules forbids metamagic feats in magic item creation.

A Quickened Staff would still take a Standard action to activate, but a Maximized Fireball in a staff would deal Maximized damage.
