Ok, I think I see your confusion Fabio, so let me see if I can clarify.

The 'at least +1 enhancement bonus' on page 468, refers to the 'Magic weapon enhancement bonuses' on 467. Or to parse, masterwork weapons have a +1 enhancment bonus on attack rolls. Magic weapons have an enhancement bonus (no qualifiers). So the enhancement bonus (to attack rolls) from masterwork doesn't count as a 'Magic weapon enhancment bonus'.
It makes sense to 'old hats' like me, but I could see how it could confuse someone new, or a non-native English speaker.
