site what source? can you site a source saying you can only put 1 rank in a skill each level? (hint: one doesnt exist)
you can dump as many skill points as you want into a skill when you level (assuming you dont exceed maximum of ranks = level)
so a rogue who gets 10 skill points a level could just spend 19th and 20th level (dumping 10 points each level) maxing craft (doomsday device)

I recall in a different version, you could only put in one rank per level. That makes sense to me instead of becoming an expert in a skill you previously knew nothing about.
I might have to house rule, that.
I am curious if there is anything written on this. If not, I would assume you could place as many as you wanted.

Nope. You can level up and dump all your points into the same skill. its not quite the matrix's "i know kung fu" but its close
If you're going to house rule a limit for your characters, it should be higher than 1 point per level, otherwise any time you don't max out a skill you can NEVER max it out again. Someone should be able to grab a point or two in a knowledge or flavor skill for their character without forever being behind on tumbling or spell craft.

This is solely in the realm of houseruling:
If a player wants to learn a new skill (one that he/she previously had no ranks in,) my players must announce that they are practicing that skill from a capable source (book, PC, NPC, etc.) Then, when they actually level, I allow them to put one rank in that skill and become trained in it. That represents the learning curve.
After they have achieved this, the amount of ranks I allow them to put into it is unlimited (except as permitted by RAW).
