yep, but you need to cast Detect Magic in conjunction with your SC check.
You "Decipher" a scroll not identify. A distinction only useful in remembering, that unlike identifying anything else, you don't need Detect Magic to decipher a scroll.
And potions; it's actually perception of all skills. I guess potions are color-coded now.

I dunno if this is how it was back in the day but whenever my old DM handed out a potion he always described it in careful detail. He had been running his campaign world for 20+ years at that point through various generation's of the game so I cant say if potions ever had that kind of detail involved with them or it was something he cooked up himself.
Seemed there were always different bits of something or other floating in the potions, or they had a different consistency, or color, or one was considerably more odorous etc.
