Drunken Ki makes sense to me up to the last part...
As long as he has at least 1 drunken
ki point, the monk can spend 1 ki point as a move action
to move 5 feet without provoking attacks of opportunity.
Can we discuss what situations this ability might be used, rather than just taking a 5-foot step?

Is it possible the author meant "...can spend a Ki point during a move action to not provoke attacks of opportunity when leaving a space of his choice."?
If the ability was meant to negate the need for a tumble check for one space during your move, then a Ki point sounds like an appropriate cost to me.

On another thread most people assumed the intent was that this would be a special move that would still allow you to take a 5 foot step, though as written it doesn't work.
As written I don't see how the withdraw action, or a five foot step + standard action wouldn't always be better then spending a ki point this way.
Though I like Adam suggestion in the above post too.
(the situation where you might want to burn two ki to move 10 feet (or five feet in difficult terrain) without provoking as your whole round seems so unlikely its hardly worth mentioning.)

It's just to "move unpredictably" aka fool the Step Up feat. At least, that's how I see it.
Five foot step, they follow, ki point to move 5 feet, they can't follow, lunge and stunning fist. Or something like that...
Can't move in the same round you five foot step, so that can't be it.
When I read that ability, it seems to be saying to me (my first interpretation) that if I spend 5 ki points I can take a 25 foot move with no AoO

That's not how it is written either... but it too makes more sense then the way it is written. The ability is not replacing a very powerful feature so it is OK if it is situational, but it should have some utility.
Starting at level 4 you have other things to spend those points on so it is not a big problem that the least powerful way to spend ki is not useful, but ki at level 3 which you can't use would be annoying for that one level.

The way I read it is:
The primary use of this ability as written is to use the 5' swift action to disengage without provoking an AOO, and the use your normal move and standard actions to engage another enemy.
Normally you either have to withdraw as a full round action, or move away and provoke the AOO.
