I'm considering making a S&B bashing paladin, ala Cryptic's Paladin guide, but I'm not really sure how I'd go about leveling him: which feats, where to put my level-up points, etc...
Cryptic's guide is here: http://docs.google.com/View?id=dcrgj6j5_15cf2jkgfh
I'd be starting with 20 Point Buy Str 16, Con 12, Dex 15, Wis 7, Int 8, Cha 15
Human (+2 probably going to Str), TWF, Improved Shield Bash and Double Slice would likely be my starting feats for levels 1 and 3. Would be starting at level 5 and am not sure what feat I'd take there.
I guess I'm just asking for a build or even just suggestions.

In case you don't want to be stuck being the good-looking village idiot who had a revelation from one of the gods, I'd recommend putting two levels into Ranger, which rids you of the Dex 15 requirement.

1 TWF
H ISB
3 Double Slice **
5 Shield Slam **
7 ITWF
9 Improved Critical (Scimitar)
11 Critical Focus
13 Staggering Crit
15 TW Rend
17 Shield Master **
19 Other critical feat - Stunning Crit would be my choice
** feats are nice, but not critical. Double slice is not necessarily the best damage boosting feat, I like it for the convenience of not having different main hand and off calculations. Shield Slam is great if you fight humanoids indoors and sucks bad otherwise. Shield master is ok. But frankly so many better feats clog the pipeline that you get it too late to really get the goods out of it. You probably already enchanted shield spikes and thus lose one of the two benefist of this ability - saving a ton of money on your offhand weapon.
I think it is kind of cheesey, but frankly when not smiting, you are probably better off not using the shield and going with PA and wielding the scimitar in both hands. You get good damage on full attacks and don't eat it when you only get a single attack. If you can, enchant your shield as Animated and go 2H in fights where you are going to need to move a lot or where you cannot smite and need to beat DR.
The problem with the Ranger dip is that it desn't help.
If you just needed TWF it might help, but if that is the ONLY feat you take with a Dex requirement you should go 2Hander or not spend the feats at all on TWF and go sword and board. To get much out of TWF, you have to put a lot in and that means needing Dex.

Well, and there's the "no heavy armor" thing, which means waiting until Mithril is available.
I was under the impression that the build was for a S&B TWF Paladin, but that was probably just my own assumption. :p

I played a very similar build and it was very successful, very tough to kill. With smite, you're going to rule the roost vs evil as you would expect, and the extra attacks from your shield will come into play here. My advice would be to shore up your weak spots, HP and damage vs non evil.
So I think double slice is an excellent choice, and power attack is worth picking up too. Not worth using every round, but there will be times in fights with non evils when you'll need to pump out more damage.
I'd take Power attack at level 5, therefore. Alternatively, toughness if you roll poorly for HP. Take HP as your favoured class option. With high AC, HP and saves, as well as swift LoH, you're going to be a tough mother.
I wouldn't bother dipping ranger personally, unless you really care about playing a stupid character. The downside of this build is that it's MAD.
Post level 7, if you're able to add to Dex or increase it some other way, Improved two weapon fighting is worth picking up, which gives access to Two weapon rend later. I wouldn't bother with Greater TWF.
