Let's say a level 20 Summoner called Al has the Leadership feat. Being a charismatic sort, it's reasonable to assume Al has a cohort of maximum level, this being 17.
Let's say the cohort is a level 17 Summoner named Bob. Bob also has the Leadership feat.
This continues until we have a cohort that no longer qualifies for Leadership.
20 Al
17 Bob
15 Cara
13 Dan
11 Emmy
9 Fred
7 Gertrude
5 Hans
Each Summoner has an Eidolon. Their hit dice are as follows:
A: 17
B: 15
C: 13
D: 12
E: 10
F: 8
G: 7
H: 5
Next, each Eidolon that qualifies has Leadership and takes a Summoner cohort. I'm sure you can see where this is going.
Eidolon | Cohort | Cohort's Eidolon | Cohort's Cohort | Cohort's Cohort's Eidolon |
A: 17 | 15 | 13 | 13 | 12
B: 15 | 13 | 12 | 11 | 10
C: 13 | 11 | 10 | 9 | 8
D: 12 | 10 | 9 | 8 | 8
E: 10 | 8 | 8 | 6 | 6
F: 8 | 6 | 6
G: 7 | 5 | 5
H: 5
Without going further, we already have 40 characters (20 summoners and 20 eidolons) from a single feat.
Since this table is looking rubbish, I won't carry it on until the end, but this is really getting ridiculous. Of course, I may have made a mistake. I suspect that only PCs can take Leadership.

It doesn't actually say it, but the wording implies in a few places that Leadership is for PCs only. Either way I would house rule that followers can't be leaders(and thus can't have leadership)
Beside if you really wanted to be rediculous, have all of the summoners cast the summon monster SLA, then start using their spell slots to cast normal summon monsters.

I don't really see that as a Summoner specific problem... I mean sure they have an existing partner, but couldn't your wolf animal companion take Leadership and become the leader of a pack of wolves and do something similar.
I don't actually see it as a problem, just a way feat that needs to be handled careful can be manipulated. Many GM's completely disallow the Leadership feat to begin with.
