I'm signed up to go to Gen Con this yea rnad would love to play in some of the Pathfinder games being offered. However, I'm not sure if I qualify to play in some of the events as they are marked Tier 1 - 7 or Tier 5 - 9. What exactly does that mean? Can a vetern rpg player who is new to Pathfinder (I've read the whole beta book) play in the Tier events if I am new to the society?

The tiers refer to the level of character they're appropriate for, i.e. the tier 1-7 is appropriate for Pathfinder Society characters of level 1-7. As you're creating a new character, you'd be in tier 1 and those would be the scenarios you'd be eligible for. You might also want to download the free pathfinder society guide. It explains a lot of the special cases of PS games in detail.

Are there pre-gen characters for this game?
Also, if the game is moving from 3.5 to the "real" Pathfinder RPG at Gen Con how are players going to be moving their cahracters from 3.5 to the new system?

I've GMed Pathfinder Society at two recent conventions in Melbourne Australia, and the way it works is that every player starts their character at 1st level and works their way up. Some GMs make pre-gens for 1st-level characters available to new players.
Pathfinder Society players will need to rebuild their 3.5 Season 0 characters using the new Pathfinder RPG rules, by which time there will already be many players with tier 5-9 characters. I've had players join Pathfinder Society for the first time at Conquest (four-day Easter Weekeend convention in Melbourne), play 12 scenarios over four days, and level their characters from 1st through 5th levels in one weekend!
Unless Paizo make an exception and have some special arrangments for higher tier play for this event at Gen Con, I doubt you'll be able to play this scenario without already having a character played through previous scenarios and leveled up to tier 5-9.

there are a few options here:
1) the first slot thursday is just to make your 3.5 PFS character to PFRPG2) Josh said that he hopes to have a 'quick conversion guide' out a week or so before the con. This does not necessarily mean that you won't need access to the final rules to actually convert them however.

Is that the 1:00 pm slot? From my catalog that is the first Paizo slot - unless I'm looking at it wrong.

By the way, looking through the Pathfinder events, there are only two that are for higher tiers (either 5-7 or 7-11). Here are the ones listed for Tiers 1-7:

The Decline of Glory
Tide of Morning
Betrayal in Absalom
So that's five events right there and the first Paizo ran event - The Devil We Know Part 1 at 1:00 pm has 144 open slots!

Okay, I get that...but what if I "want" to play in a different Tier game? There are a couple that are for a higher Tier of player that look like really great adventures, could I fudge my way into one of those and just make a character that is the appropriate level?
To build on what others said...
Many GMs have pregens--I do--but they are first level. Pathfinder Society requires all players to begin with first level characters.
You can't fudge your way in. You need Chronicle sheets signed by a Pathfinder GM to prove that your character is of the level required. This is also something that can be verified by the PFS database online.
If you really want to play in a Tier 5-9 game, you'll need to create a first-level character according to PFS rules, register it and get a PFS number, find a local PFS game and start playing. It'll take you 15 scenarios to reach level 5.
Before you get irritated at the fact that you have to play 15 scenarios to play in a Tier 5-9 game, please remember that lots of people out there have been playing determinately for the opportunity to play higher level tiers. My event has been playing since November, and those that have been around since then are finally hitting level four, and it feels damned good to have mad it that far.

Actually, you only need 12 scenarios to be level 5. You start at 1st level, then 12 scenarios divided by 3 gets you 4 levels gained, so 1+4 = 5th level.

I too just signed up, and I'm afraid GENCON is the only time I get to play this stuff. Can I use my same character that I leveled up to level 2 at last year's GENCON or do I have to start over???

Sorry... not Wed... Thurs 8 AM.... Sorry about that...
The only way to get the rules before hand is to volunteer GMing... I think there may be a short conversion doc.. but unsure when that will be released.

The 8 am slot is just show up not sign up...right? And they will help us covert to the new Pathfinder RPG rules in time for the Great Hall to open and get in line to buy the hardcover...right?

You can get most of the way there by converting your character using Beta rules, and then convert from Beta to final once you get the book.
I'll be passing on the seminar to get an extra hour or two of sleep. I do plan on being at the Paizo booth at 10am Thursday though.

Quick notes:
There WILL be pre-gen characters for level-appropriate PCs in all slots for folks who just want to show up and play. These pre-gen players won't count as having officially played, but there will be space for these types of players.
The first slot is Thursday morning at 8AM but its set up as a seminar so that volunteer GMs and Paizo staff and can help folks convert or create their PRPG PCs. Every slot will have a table and someone to help convert/create PCs before the slot begins. The Thursday morning slot exists to get as many of those folks handled as possible ahead of time.
