its because the power for the other levels, those not 1,8,&20, is a bonus spell. you can choose a bonus spell of the newest level or two of a previous level. See pg 194 of the beta for details on the bonus spells and the pages immediately following that for information on each of the specialist specific abilities.

By that, do you mean the section that makes the "Universal" school abusively powerful?
