A match made in the Seven Mounting Heavens of Celestia?
I tried this out recently in a new game. Each character gained a bonus (or penalty) to their action points available at each level based on their Charisma modifier.
The logic was that Charisma is underutilized as an ability score, and the reflection of force of personality was well represented by the action point rules. The sorcerer was really happy with his shiny 4 extra APs each level, and the barbarian did not mind getting one less per level than normal.
I also tinkered with a flat bonus to action point rolls equal to your modifier, but this unfairly penalized low Cha scores and was not as useful at higher levels. And since APs are also used for other special things not using die rolls it was not as valuable an option.

I don't Pathfinder has action points. I'll use action points in my game and am indifferent to Paizo including them. That said, I'm not keen on giving characters more action points than they currently get.
5 + 1/2 CL at each level is a lot! Besides, if you adapt this to d20 Modern's approach, for prestige classes, it would be 6 + 1/2 CL at each level. Moreover, 1d6 to 2d6 to 3d6 as the character climbs in levels provides quite a sweet benefit without needs to dish out more.
Personally, I think adding a Cha mod is overkill.
