Edit: I cant see why it would be harmful to allow MM, so why bother mentioning it in the spell description?
The reason for no meta-magic was that the DM still remembered the locate city bomb and wasn't going to allow anything with that big a area without that clause. In fact all home-brewed spells had to have that clause just in case he had missed something.
Can't a Silent Image do the same thing?
Can't be seen as far away and requires concentration also I think the area is smaller. As I said I might have been able to argue for it to be lower level.
