Okay... How about less exposed flesh? Don't get me wrong I'd be fine with it going the other way with. Say two characters (male and female) who could have been the leads in D&D: Bay Watch Edition. However a cover helps sets the tone for a role playing game.
While the cover is up to Paizo I would dearly love to see Seelah and Ezren from Pathfinder #7 as the cover character's taking on a Rune Giant. Or perhaps Seelah and Valeros.

Tantalizing.
Will Beta get its own special cover, too? That would rock.

I would guess beta will be mostly reused art as well but the cover might be new. After every thing is in good shape is when the new art starts to be put to paper I would guess.
The Beta will use artwork that we already own as a way to keep the costs down so we can give everyone a huge book at a fraction of the cost it would normally be if we had a bunch of new artwork.
