Ok, can I SA when using this spell?

Is not dealing particularly damage, but it's applying a damage to the target Saves.

Im not sure, because you can do it when dealing Ability damage.

You answered this yourself. It's not dealing damage, so no, you don't get sneak attack with it.

Nope..
you can get a conductive weapon, and use that ability while you sneak attack with that weapon, and maybe said weapon is coated in poison.
