I don't think PCs get an extra bonus feat, regardless of where they're from. If they're human, they get one. The impression I get is that the author is trying to encourage players to use that bonus feat to choose a district feat.
It's like the ancestor feats in d20 L5R...
How you handle the District Feats is really up to you as the DM.
From pg. 1 of the Savage Tide Player's Guide:
"...Look through this booklet and pick your character's home district. Each district has an associated district feat - district fears are slightly better than standard feats. Think of them as a small bonus to your character for picking a home that matches his temperament and interests. If the DM agrees, your district feat can be a bonus feat, although this option really only works if everyone in your party qualifies for a district feat."
IMC, I encouraged everyone to tie their character backgrounds to Sasserine and offered them one of the appropriate bonus District Feats if they did. Nearly all of them decided to do that so I went ahead and gave it free. If you have a group that only 1 or 2 decide to do it like that, you may also have them spend their PC feat slots on one or use their bonus feat if they're human. Whatever. Your decision.
The player's guide list a single bonus feat for all of the districts execpt the Noble and Champion's districts. Are players from the later two districts suppose to get 2 bonus feats? Or just pick one of the two?
Have to agree with Ed on this one. Just choose one of the two available in those districts.
Yes. To clarify, your players should only be allowed ONE of the feats from what I've read.

Correct; a few districts have two district feats, but that's because we had the space to do a second feat and for no other reason. If yu grant a district feat as a bonus feat, you only get one as a bonus feat no matter how many your district has. THAT SAID: If you want to spend your normal 1st level feat or your bonus human feat on that 2nd feat... go for it!
