One of us thinks you're absolutely right :-) I assumed mistakenly that the attacker had to roll the persistent damage upon hit, and that subsequent attacks with a higher damage roll would override a previous lower value. I'll forgo my retcon, since I should have read the rules in more detail (again!)

I think you're absolutely right: I erroneously buffed the 'quick bomber' feat twice: once to both draw and throw in a single action, and then yet again to combining the throwing of the two bombs in a single action...
