A brief history of the pair -- When I got back from Australia, I gave one of my classmates in the martial arts class I attend a stuffed kookaburra, which she named Chuckles. Her younger sister has a pink stuffed penguin named, yes, Cupcake... This character is pretty much a nod to them :)

Filipino Martial Arts - aka Arnis/Escrima/Kali (the latter 2 are what is known in the west).

Which kind of FMA do you do? I'm Filipino and have studied it a bit (weapons are new to me, open-hand 47 years). Lightning under GM Vic Sanchez is the longest run I've had, and currently I'm taking Kali De Leon under Toby Genato.

Who usually has a hand free during combat? It's a requirement for using impulses, so Vanizadi certainly does himself. Anyone else?

Casting telekinetic projectile is only two actions, so this Act Together should also only be two actions. That means you have one left.
Act Together is a little complicated, but the summary is: You have four actions total. Neither Summoner nor Eidolon can hoard all four actions, the other character gets at least one. You can't both do a two-action thing; at least one thing you do must be a one-action... thing.

In the following scenario, the following is possible:

Act Together would still only be two actions there, but the third can be a Strike.
Summoners and Eidolons share actions, so either of them can use any or all of the actions. Act Together is the basic all-purpose Tandem action. Tandem actions are action condensing--they let them both do something using the same action.
Either the Summoner or Eidolon can use Act Together. The one who uses it can then do any activity that uses the same number of actions, and the other one gets an extra action that they can only use for a single-action activity.
They do also share MAP, though. My Summoner avoids attack roll spells.

so if it was a single action Act Together, then it means both Cupcake and I perform 1 action each? So if a 2-action AT, then I can cast TKP, and Cupcake does a 2-action thing (like stride twice)? Then I'd have 1 action remaining?

Act Together has the number of actions equal to the main actor.
If you use a two-action action (like casting a 2-action spell), Cupcake can perform a one-action action. Then Act Together would be a two-action action.
If you use a three-action action (like casting a summon spell), Cupcake can perform a one-action action. Then Act Together would be a three-action action.
If Cupcake performs a two- or three-action action (I don't have any good examples here), you can perform a one-action action. Then Act Together would be a two-action or three-action action, respectively.
If Act Together is a two-action action, then you or cupcake could use that third action.

These are NOT statements, they're posited as a question:
Regardless of the number of actions (◆-◆◆◆) the main actor takes, the secondary actor gains only one action.
So in a case of ◆◆◆ for the main actor, the secondary actor gains ◆. And there are no more moves left for either.
In the case of ◆◆ for the main actor, the secondary actor gains ◆. But, either of them can do just one ◆ more aciton.
In the case of ◆ for the main actor, the secondary actor gains ◆. Then either of them can have a ◆◆ action. Or ◆ for the main actor, and another ◆ for the secondary actor.
