Definitely want everyone present who might have a say in the matter. But rather than handing him over to the highest-ranking, it seems more pirate-y to make it an auction-- whichever pirate lord is willing to pay more gets to keep him. (I'm not trying to break the wealth-by-level, we could put it toward ship upgrades or something.)

That might be a little too much like slave-dealing for a cleric of Cayden Cailean, whereas handing him over to the highest-ranking one is "Make this the authorities' problem instead of mine."
I really want to use the captains' varying reputations as leverage, threatening to hand him over to Avimar Sorrinash if he is uncooperative. That might be a little on the not-so-Good side so maybe not do that. But the Eel poisoned the drink that Brother MacLaren was serving to his guests, and it's hard to think of a worse outrage.
I could probably agree to sparing his life if we can get access to Calcific Touch, Flesh to Stone, or Baleful Polymorph.

Lol! I don't know what it is about box turtles but it always seems like the go-to form with baleful polymorph-- most of my IRL friends use exactly that. "Ooo, baleful polymorph! Now you're a box turtle."
My wife played a druid for a while (in this campaign, as a matter of fact) and when she used that spell she made a point of choosing a different animal form every single time. Among other things, her choices included a raccoon, a squirrel, and a catfish.
