Note on Non-Lethal:
1st: The penalty in PF2 is only -2 to make a non-lethal attack with a lethal implement.
2nd: And there is much angst about this rule (in PF2 and SF), but only the lethality of the final blow matters. So it is a tactical decision based on what you know of your own damage output and how sturdy you think the target is as to when in combat you swap over to non-lethal damage. However, it makes complete sense to be holding back the whole time when you're trying to avoid killing them.
EDIT: I just checked Flurry of Blows. The second attack does have the Multiple Attack Penalty (MAP), so the second attack would have a -5 penalty on it (not that it mattered in this instance).
This also got long, so I spoilered it.
Leaf-on-Wind expertly threads his arrow under Song-of-Air's arm and cracks the bear on the head with his blunted arrow. Bardolph does not even blink in response to the solid strike. He is either enraged or ensorcelled for sure! He aims too low with his second arrow and plants it in the ground at the bear's feet.

Nabi and Clover assault Bardolph like house cats trying to take down a horse. The old bear ignores the Keleshite's hesitant poke at his shoulder. When Clover moves in to grab the bear's hind leg, he lifts it right before she can wrap ahold of it and kicks backwards. The paw catches her in the face and knocks her on her bottom (critical fail).
Snowball heeds his master's command to get out of the bear's way, scurrying away under a wagon and behind its wheel.
As Clover rests on the ground regaining her senses, she considers the bear and knows that grizzlies, while by no means clumsy, are relatively less agile given their massive bulk and could more easily be tripped than pinned (Fortitude is highest save, Reflex is lowest save).

Song-of-Air-bot considers Rulean's musings and finds them as good an explanation as any for why the bear has his anger focused upon her. She breaks away from the grizzly and ducks into the big top where she hides in the folds of the tent, hoping to at least draw it away from the other performers if not buy her some time to think.
Bardolph knocks Nabi out of the way with a powerful backhanded swipe and bounds in the direction the tengu ran. The large bear has to squeeze through the gap in the tarp, which slows him down. He begins looking around his surroundings and sniffing the air. He growls in frustration. It appears he has not yet seen Song-of-Air.

Bardolph's movement would have provoked from everyone except Song, if anyone happens to possess the Attack of Opportunity reaction. Nobody is a fighter, so I wager not.

Nabi chases after Bardolph and pokes at the bear with her sword, but the his hide is too thick to notice. Rulean wraps a section of the tarp tent around the bear's foreleg, only to have the grizzly yank back on the tarp and pull the iruxi off of his feet (crit fail). Leaf-on-Wind's nerves get the best of him as he fires arrows into the side of the big top. Clover charges in and, despite having recognized that she'd have a better chance of tripping him, jumps on his back in an effort to grapple him. She slides unceremoniously down his fur and off of his tail onto her own (crit fail).

His eyes become relaxed and serene. The old grizzly bear walks out of the tent, moving around you. He gives Clover a passing snuffle before walking on to his wagon. He rubs his brow with a forepaw, perplexed at the ache there.
Whatever was affecting his mind seems to have expired.

Nabi tries to act as if everything was normal, as if it was her idea all along, but it's quite visible she is shaken by the fight and won't ever look at the bear the same way anymore.

Keeping up suspense.
Now, Bardolph is his usual placid self, and it is easy for Clover to lead him away from his wagon while Rulean moves in to inspect it.
The wagon smells heavily of bear--musky with a mix of wet grass--and the floor is covered with dry hay, though he has been trained to leave his wagon to take care of his bear business near the latrines. A dreamcatcher hangs in the middle of the wagon, but you've seen this there before. At the bottom of the dreamcatcher hangs a single owlbear claw. Closer inspection reveals it to be an owlbear claw talisman.
Other than the multitude of rat tracks circling the wagon, there is no other clue to be found to explain Bardolph's transient rage.

While Rulean moves to have a look around Bardolph's wagon, Clover takes an opportunity to get a better look at the bear himself. She's careful not to poke or prod too hard, should he have any hidden injuries or sore spots.

Clover finds nothing other than the old, healing injury on his paw and a mildly sore spot over his eye where he was hit with a blunt arrow a few moments past. Whatever it was that set the bear into a frenzy was not induced with violence.

You have the rat tracks leading into the woods and the rat tracks around the Featherfall Five's (the Kanbali family's) wagon. There's also the oddly cow-shaped rock among the boulder formation, but there are no rat tracks there.

"Huh. Other than a little bruising from just now and that old paw injury, he looks fine," Clover finally declares, hands on her hips and clearly perplexed. "It's not like someone came up and punched him in the snoot and got him riled up or anything. It must've been something else that set him off but I'll be darned if I can figure out what it might've been!"
She sighs. "But if there's nothing else to be found here then there's nothing to be found. At least we're all okay, including Bardolph. We should probably go check the Five's wagon out next...er, if they don't mind us doing that, anyway."

"Of course, please!" Aditya Kanbali says as his children huddle around him. "I hope there's nothing dangerous in our wagon, but if you are willing to check for us, we appreciate you taking on the risk. Those plants in Myron's wagon were frightening enough! Oh. And it should be unlocked."

Rulean looks around the outside of the Kanbali wagon first, to get an idea of where the mice came in. He then goes inside and looks where they lead. Although he expects to find them going straight for where the ropes were stored, he wants to make sure and also check if they went anywhere else.
"Think we are going to need some cats in this circus. One good hunter per wagon would have likely prevented much of this!"

It does not take Rulean too long to discover that the rats primarily entered the wagon through--or rather under--the door. He puts his foot upon the step and opens the door to be greeted by what may very well be dozens of rats climbing and scuttling across every surface within the tent. In the midst of the swarm is a giant rat and a halfling woman wearing the skin of a giant rat with its head for a hood--its mouth framing her face--wide and wild eyes, and a sneering, superior grin.
Villain Monologue
“Oh! You found me!” she cackles, twisting her grip on a gnarled staff. “I had hoped to murder more of you while the whole town was watching. That would have frightened them away from here for good! But a bigger slaughter might be even better; the foolish farmers and poisoners of Abberton will discover your rat-chewed corpses. No one will know how it happened, but everyone will whisper that nature is taking its revenge. And it is, through me!” She cackles again. “I’ll wager most of the town will be gone in a week, and the rest will fall easily. Then, perhaps, the land can heal from the cancer known as Abberton.”

Leaf-On-Wind was jarred a bit by the sudden return of Bardolph to a more sedate posture, and attempts to recover his arrows before catching up with the rest of the investigating troupe.
The fact that they were blunt at least was a good thing, as it minimized the amount of damage they could do tearing through the tent.
"I've got your back, Song... just... be more careful, okay?" Leaf-On-Wind offers as he catches up.
The sudden appearances of rat-theme and Song's comment give the acrobat a bit of a pause.
"It's where the townies came from, Song. Well, except present company."

As if moved my by some sense of the dramatic, the wave of rats surge forward from the wagon, scrambling over themselves and nipping at each other, as Nemmia declares herself. The sensation of rats flowing past Rulean is a disturbing one. He can feel them nipping at his clothes and scales, but the rat swarm continues past him and settles around the tengu siblings and Nabi and turn their fangs toward the circus performers.
"The grasslands are yellowing, the ground is barren, and the weather fiercer. Fish are less plentiful, and butterflies no longer fill the fields with color! All because of civilization!"
