It's the same as a normal human except that instead of +2 to one stat, you get +2 to all of them. It isn't designed for PC use.
You have a few options:
1) Say no. It's overpowered. (my recommendation).
2) Say yes, but demand a 1 level adjustment. I.e. if the rest of the players start off at 3rd level, have this guy start at 2nd. This is fair because with +2 to all stats it's easy to turn a 20 pt buy into the equivalent of a 35 point buy with only one stat dumped to 9.
3) Say yes, but have the campaign be about fighting aboleths, and he's very vulnerable to the mind-control of aboleths because Azlanti were bred by aboleths to be their puppets.

Yup. Shouldn't be allowed as a PC race with those stats unless everyone gets to play one. Given the Advanced Simple Template I'd strongly argue they aren't worth a full +1 level adjustment, though.
On the other hand, if he just wants to be one thematically...just using the normal human rules seems entirely reasonable. Just assume he was a bit below average by Azlanti standards.

I find that the pureblooded Azlanti race will balance itself out by about 10th level, possibly 12th depending on class choice and general optimisation level. It's definitely a boon to MAD classes (e.g. Monk) moreso than it is SAD.
And, of course, you can't get things like early-entry into Eldritch Knight or similar using a pureblood Azlanti race under normal conditions.
There is at least one option for a player to get access to the race in Shattered Star, with some conditions:
So there's that. Another option is to allow it, but give the player a reduced point-buy (e.g. 10) while letting the others have a higher one (e.g. 20).
