I discussed the Duskwalker Guild a little bit with IVV. He didn't answer my queries line by line but said I was mostly on point.
So here is how I think it lays out loosely.
The Duskwalkers are a mafia-like organization but are not an 'illegal' group in Katapesh because the only law is "Do what you will, but do not interfere with trade." They run something of a protection racket in the Nightstalls - ensuring the trade continues while policing the thieves and keeping violence, altercations, or whatnot to an acceptable minimum. It's not clear how much of their 'protection' fees are from subtle coercion of the merchants and how much is the Dusk being 'employed' by them. As such, they have wide latitude in handling matters. IVV didn't disagree when I wrote:
I'm guessing they aren't concerned with the niceties of the law... so they don't need hard evidence of criminal activity, don't have to give the benefit of the doubt, don't have to be polite to patrons, and have a good deal of 'latitude' and personal discretion in terms of punishing offenders. So an important merchant crying "thief" - whether true or not - is likely to result in the possible thief beat up and dumped in an alley to crawl away and lick his wounds as an object lesson.
Shaggar having the title of Enforcer - seems to suggest that the Dusk do more 'hard thumping' than soft talking.
Also, the Dusk holds power, to some extent, by their tough reputation... so they are conscious of their image. And like any gang, they don't take folks slandering them openly... as it might encourage open-walleted merchants to question their value or toughness. So 'examples' probably get made.
And, unless I'm reading it wrong, the Dusk are actually a powerful group. If they run the Nightstalls, arguably the biggest illicit market in the world, they can't be doing that all based on bluster.
Anyhow, that's my understanding of things from my convo with IVV. Hopefully, he'll jump into here to clarify things more.
As an aside, I'd really this rather not become a PvP (assuming IVV doesn't forbid them). That rarely works out well for the longterm health of a game. But as an Enforcer for the Dusk, I'm trying to play Shaggar true to the organization's methods while tempering their 'punch first and punch second' attitude with his own sense of fair-play according to his alignment - hence the reason he hasn't attacked Javi, has endured a large number of insults, and actually bothered to investigate the truth as opposed to summarily delivering the beating that Tawid wanted.

Yep. My initial read of them was more run-of-the-mill thugs financed by the merchants... which is pretty far off from the little i can find now.
... and pretty much makes Javi seem like an ass if he thinks he's gotten the best of them (seeing as he's a level 1 character).

I wasn't seeing the Dusk as being a shield from him getting knifed or that whole flocks of Duskmen would descend when one low level Enforcer got taken out - every organization has cannon-fodder.
But the reputation of the organization has to give the average person at least a moment's pause before they'd sink in a blade otherwise the reputation doesn't mean anything.
Put it this way... you are having a good time in a bar, maybe a bit too loudly, and some guy across the room tells you to shut the ^(*< up. You are about to share some words with the fellow when the bartender says, "I wouldn't. He's part of the Russian mob."
Is he a bad-ass? Is he a mob-boss? Is he a favored nephew of the boss? Is he a low level flunky who might be able to pound your head into the pavement on a good day? Or is he their accountant? The real question everyone faces in that moment is - do I want to risk it and how much trouble is it worth?
If that is applying too much 'real world logic' to the game, let me know. It's your ballpark and your rules. :)
