It's definitely confusing, and in fact, your question made me second-guess myself.
My understanding, (though I'm not the most expert one here!), is that the light reaction cannon comes with 6 rounds, and since the usage is 1, you can fire it 6 times. (One shot per round). Additional heavy rounds are available in lots of 20 for 90 credits, and you can reload the light reaction cannon back up to its full capacity of 6. The column title Charges/Cartridges is not quite appropriate for all the items in the table, such as arrows, darts, shells, and rounds.
The bit making me second-guess myself is the description of rounds which says that rounds are sold in magazines, which could be considered cartridges. But since different heavy weapons have different capacities (your light reaction cannon can hold 6 rounds, but a squad machine gun can hold 40 rounds), I think it makes the most sense if the base unit is rounds, not magazines.
And that is a really fun weapon for your soldier! Doing 1d10 damage from 90 feet away is amazing!
And I will for sure let you know if I see anything weird about your character.

Quoted for truth! We got away from magazines fairly quickly; you’ll see that gear lines in NPC stat blocks say things like “light reaction cannon with 40 heavy rounds”—that means the NPC has a total of that many rounds. They still follow the normal rules for capacity and reloading. (So that example NPC would have 6 rounds in their gun and 34 for reloading.)

I'm pretty used to GMing for a lot of people who also GM, so chiming in with rules information is totally fine! If there's room for interpretation, then I will rule with an iron fist! (Because I am definitely a tyrannical GM and not a total softy. Ask anyone.)

That's the gun my soldier has, and I've definitely been tracking it as rounds. The important bit about 6 is that's how many shots you have before you have to reload, taking an action in combat.

One note on my PBP games:
As a time-saving measure, I don't necessarily wait for everyone to agree on a course of action, as that can slow games down to a crawl. Generally speaking, if one PC proposes a course of action, another PC seconds it, and no one has objected, I'll move you along. If I know that something is likely to be contentious, I'll probably wait longer.
In this case, you'll go see each of the four faction leaders, but you get to decide the order, so as soon as two PCs have agreed on the same course of action, I'll move forward with that meeting!

Here's where I would normally recommend the fabulous Paizo Campaign Tools Chrome plug-in that Oladon made, which allow you to (among other things) select a default alias for each thread and thus stop you from posting under the wrong alias. That functionality seems to have stopped consistently working recently, though. Maybe a Chrome update or something? Anyway, they're worth looking at if you play on a computer primarily, rather than on mobile.
