Can I apply this chronicle when the character is level 3 or does he have tobe level 4?

My understanding is you have to be in the tier you played and reach the level of the pre-gen you played the scenario. I could be wrong, so it may be worth checking the latest PFS manual.

My sheet looks good. A faerie dragon is good enough as an improved familiar that I'm seriously considering rebuilding my character from the ground up before level 2 so that I'll be able to take advantage of it (eldritch heritage).
