The other lion shakes its head from the second stab and charges straight at the closest visible enemy - Takara. I'm assuming your Mage Armor is still up for AC 19?

My AC is 15 with Mage Armor. The Bite should have hit.

Takara grimaces in pain as the lion's claws rend her flesh, made possible by the cat's teeth puncturing through her False Life. She steps back and let's Dwalindor handle the beast with ease. She assesses the situation.
"If you would like, I can heal our wounds, Albus." Takara offers. Once she learns that they have a wand, she smiles. "Sure, I can try to use that. Not much of a wand user, myself."

Among the detritus in the room you find a complete alchemist’s lab, a masterwork lyre, a magnifying glass, a set of masterwork clockwork tools, and a locust-shaped clockwork music box, and Tarouk's gear - a heavy flail, a heavy crossbow with 10 bolts, half-plate armor, a sap and 5 gold pieces.
The doors leading deeper into the room are unlocked.

"Hmm..." Takara mutters as she scans the room and loot with Detect Magic. Once she is satisfied that she has determined the magical properties of everything, she will move on to the next door.

None of the items detect as magical. The box appears to be worth about 150 gp.
The door opens inwards and you advance to see a room lit by stained glass windows cast multicolored light across this oval room, dappling the books and scrolls crammed onto every spare surface save the massive pile of blankets and pillows on the circular dais dominating the north end of the chamber. An iron staircase runs along the eastern wall of the room, climbing to a small balcony above the room’s double doors.
You see a woman standing against the far wall who holds out her hands towards you.
Before you do anything, I'm willing to talk if you remain civil.

My "doorman," or Tarouk to use his name since it and his life seem to matter to you not at all, was civil, far more so than people breaking into a place they have no business deserve, until you decided to shoot him in the back with a crossbow.
You're forced to concede, at least silently, that your actions would land you in prison in any other city.
And no, I have no knowledge of the undead - you'll notice no undead prowling the cenotaph, as they are tormented spirits trapped on this plane all too often because of the depredations of the religious. I did not cause this, and neither did Tarouk or my poor pet snake and lions. So I'll ask you, again, to leave as you do not belong here.

"I will leave, but I caution you that if you know anything and we find out that you know, then we will be back and I won't stop my more aggressive friends from doing what they do best..." Takara states with plain intent.
She walks to the door and motions for her compatriots to follow if the Amushet does not respond.

Did you break into an inhabited building? Check. Did you to refuse to leave when asked? Check. Did you attack someone already there before they attacked you? Check. I hate to break it to you but you did basically commit a home-invasion robbery and murder a pet and a resident to steal stuff.

Maybe I'm confused here, then. Aren't we in the Necropolis in Wati? As far as the Paizo Wiki states, 'The Necropolis of Wati is the section of Wati that was sealed off starting in 2953 AR. This area had previously been essentially abandoned during the almost 500 years since the Plague of Madness." Is it common for people to live here? I assumed this is a squatter with delusions of grandeur.
Also, wasn't the party given authorization by the city to explore every aspect of the Necropolis? This should give us free reign to travel in the Necropolis, especially if it is an abandoned area, thus the Amushet has no claim to the area. Right?

Other squatters with "delusions of grandeur" include the Varisians, Sargavans, the River Kingdoms, etc. Actuality the "500 year quote" from the non-affiliated Pathfinderwiki is nuts on its face - the plague took place in 2499 and the current year for the adventure is 4714. Frankly time is very skewed in Golarion.
So really anyone who perches in the Necropolis and provides upkeep for the building has a pretty valid claim for calling the buildings they search "theirs," as much as a farming community clearing wilderness can call their town "theirs" as well.
The authority you've been given is from the Temple of Pharasma which in practice has a tremendous sway in the city, but it is limited - for example the Pharasmans didn't want to open the Necropolis to adventurers at all, but were forced to by the Pharaoh.
Besides which, Albus and Dwalindor's badges don't give Thorrpe or Takara authority by default!

I am sorry DMummy but I have to disagree. Varisia, Sargava and other nations are not a valid comparioson to these guys. I am not defending the way things played out or that we should shoot first and ask questions later as a rule but we were told that the walled cityt belonged to the city of Wati and was ilegal to go or remain inside. When we were made part of the city's law enforcing troops the mission we received was to "clean up" the walled city.
If we are talking about the law remember that every country has its own. Not sure how things go in the US but in Brasil public land is not subject to claim. It does not matter if a family lived there for 300 years. If the land belongs to the union the family does not get a claim on it. I am applying that rule to how Albus views the situation because that is how it works in my RL. These people do not get a claim on the building, doesnt matter how many years they live there or how much upkeep for the building they did. They are still squatters to be arrested on site. I can change Albus views on the matter if you prefer just let me know how you want the law to work on Wati.
Recently here in my town the police invaded an office building near the financial district. It belonged to the government but was empty for the past 15 years. About 3 years ago families without a home moved in. The police put everybody on the street. Some people resisted, there was fighting, some of the squatters got injured, one died. No police officer was arrested because of that, it was considered standart procedure. The law is not always fair.

Sorry -long day at work then had to cut grass.
So adding my 2 cents. I can see the locals being hostile even while we tried to talk and better understand why they we here.
Dwalidor expected to only find undead or Lamia's in here based on the priests description. He was unaware of the theological differences (or feud) between the groups.
So he is operating with the understanding (maybe mistakenly-so) that the badges of Pharasma gave him and Albus a right to enter and question anyone else in this area. They operated with that approach when meeting Thorpe and Takara. Dwalindor would not think he would go to prison since he is working for the authorities doing what they charged him to do.
He was willing to keep talking with the man. But after the man drew a flail to threaten them, he knew conversations were close to over and was going to move out to discuss with Albus and the others. However, with the pre-emptive crossbow shot and the crazed man rushing at him, Dwalindor had a right to defend himself, badge or not.
Ultimately, I cannot disagree with either side or how it played out. Both sides are operating under different assumptions of who is right and who has jurisdiction here. Accidents happen, and fog of battle...then we move on. A job is a job. :-)
"So we were sent to clear the undead of this area. If you are not in league with the undead, then we have no beef with you. If Tarouk had an issue with the crossbow, he should have taken it up with Thorpe over there. But when he charged me, I defended myself as any Pahmet would do. Albus, are we talking with this one any more or leaving. We still have undead to hunt. Although I do not trust this Amushet is blameless in the assault upon the city. Probably mucking around wakin up the dead and such. The sands of time will tell soon enough."

Once clear of the building and around a corner, Dwalindor will pull out the map and kneel down, pointing out the directions to Takara and Thorpe.
"Well gang. If I remember correctly we came in yonder, by the southwest (red star?) and headed here. I would say according to my map, we head straight east from here (northernmost blue star) and see what fun we find."
