This is an interest check for a potential campaign for Mutants and Masterminds 3rd Edition.
Looking at focusing on a group similar to Avengers or Justice League; Earth's mightiest heroes assembled to take on the big threats.
I'm thinking that the PL range will be 12-15, but with a twist:
PL 12 gets 21PP/PL, for a total of 252; Skills are 5 Ranks/PP
PL 13 gets 19PP/PL, for a total of 247; Skills are 4 Ranks/PP
PL 14 gets 17PP/PL, for a total of 238; Skills are 3 Ranks/PP
PL 15 gets 15PP/PL, for a total of 225; Skills are 3 Ranks/PP
Thus, while PL12 has less power, it has more versatility and a wider range of abilities. This will help the lower power level people keep up with the higher ones in terms of effective use.
People with the DC Heroes game based on M&M should know that the ruleset is essentially the same, no need to buy additional rules. Additionally, the d20herosrd has all the basics for free.

My initial concept would require GM buy-in, as he needs to be tied into the past of the world, and would likely affect other builds
Dr. Apocalypse. He is a reformed supervillain supergenius. I'd like to work him in as a former big leaguer, as in he briefly ruled the world before the heroes (possibly including the PC's) stopped him. I do have a backstory as to why he's not evil anymore and why he's not in prison for life.
Besides being the smartest guy in the room, he's a gadgeteer. One of the things I envision is having robotic helpers, but I can eliminate this if you don't like summoning. Other gadgets are quantum-powered. I envision him at 12 or 13 because he is supposed to be very flexible.
So does this sound like something I should consider or should I move on to other ideas?
p.s. from the description, I'm assuming that this is firmly a silver age or golden age feel?

I'm thinking pretty "standard" timeline, so supers have been around since WW II, the ancient gods might have been supers, etc. Probably Bronze Age feel is right for what I'm thinking; lacking the dark grittiness of the modern age, but with a bit more "edge" than typical of a Silver Age campaign.
Reformed villains are a staple of the genre, as such, I have no issues with the idea.
Same goes for "legacy" heroes.

This sounds awesome. I just finished reading Worm and I need an opportunity to use some of the character ideas bouncing around my head.
Here's a template of what my character would look like, assuming I can join.
Name: Eversor
Power: Can detect the motion of objects within about 10 feet as vectors relative to the movement of Earth. Eversor can modify the vector of a given object by touching it, up to a maximum force about enough to send a car across a street.
Eversor's M.O. would be that of a vigilante, somewhere between batman and punisher.
Costume would be something with a skull design for the mask, and a dark-colored bodysuit.

Honor Guard |

I'd be very interested in this, but at the moment I am tossed up between an Iron Man / Green Lantern mash up. Inventor discovers ancient alien tech, specifically a bio-mechanical suit that can creat hard light fields.
Or a bad ass normal, capable of standing his ground amongst the most powerful of meta-humans.
Both are appealing in their own way.

A mutant who developed an affinity for magic not like after his career as a street thief was ended by a speedster hero wannabe. Not much is known about him, and there seems to be no official records of him anywhere. No birth certificate, no passport, no social security, nothing. To make matters worse he doesn't remember a thing about his parents.
Nothing that would help find them, anyway.
Powers
Magic! Default to a blast of lightning and keeping that theme for the most part.
Skills
Expertise(Criminal) is his big one, followed by Sleight of Hand, Subterfuge, etc. Suff for being a thief. Some less useful but flavor ones added in.
Identity
Public. I know, I know, it's not the norm, but Jare just doesn't care. He has no family to protect, nothing to lose from being outed as a super.
Motivations
Acceptance. Though he's bitter and standoffish, he just wants a family again. Not that he comes out and says that, of course.
Justice. Weird for a thief (anti?)hero, but it's true. He's seen gang wars and drug dealers and much, much worse and wants it all to be fixed.
Complications
Phobia: heights. If he's not on the ground, he's scared. Even an inch off the ground can make him panic.
Reputation: he's a (possibly) former thief.

Power: Energy Manipulation, Flight
If we're doing a Marvel Universe style setting, basically his parents worked with the Richards family and got stranded for a prolonged period of time in the Negative Zone and conceived a child during that time. The kid was imbued with Negative Zone radiation and can channel that to do neat stuff.
Or something like that. Thoughts?

Well, not really. Though I do admit to playing 40k, I came up with the name eversor using google translate (means destroyer). After I found that, then, yes, I took the idea for the skull mask. :)

I might consider doing something of an Amalgam Universe, where you could borrow elements/merge elements from both Marvel and DC universes. What do people think about that concept?

I might make something. I quite like the M&M3 ruleset.
Probably will make a speedster. Something which takes into account what is actually needed to be a speedster and not end up a grease spot (a lot of toughness, and strength). Used to run the equivalent back in Heroes Unlimited (bad system, neat world).

I like the idea of an amalgamated universe, it gives alot of established history to utilize in our back stories. Though like Ashe, I am curious if you would allow our own take on an established character, and let us update their background within the established universe.
An idea I had when I did the same back in the day, was the Johnathon Kent served with Steve Rogers during the War, and had pictures of Cap around the house which helped inspire Clark's costume. And then when Cap was recovered and lost as a man out of time, seeing Superman inspired him to return to the heroing scene, in essence each character inspiring the other to become a better hero.
Also, I'd love to see a Captain America / Batman discussion of ethics, heh.

I'd allow pretty unfettered access to most concepts. I'd have to establish some kind of "prehistory", so the characters mentioned there would be required to mention how they went from being WW II heroes to modern heroes. Of course, it would also be possible to do legacy heroes (children/inspired by/whatever) from those heroes.
I had an idea for this version of "Captain America"- what if the "super-soldier formula" were derived from a Kryptonian DNA sample? Change up his power set a bit, make him a "Superman Lite (No flight, but superstrong, semi-invulnerable, slight superspeed, laser eyes, uses shield as symbol and defense/offense "- could tie into your idea- when Superman arrives, Cap notices the uncanny similarities.
Also thinking of combining the human torch android with red tornado. Things like that for the WW II era.
About the only thing I'd like to hold back is the Atlanteans and the Inhumans.

Actually him catching a thief would not be out of character since he's rather money grubbing and could well have been paid security for some rather expensive items. Rather a mercenary fellow this Quicky guy.
Probably going to go with the 12 PL with lots of points. I'm trying to work out the mechanics of his transformation power. Might have to check out the listing for Shazam when I get home.

Well, I had an idea that sounded like an interesting way to combine the universes.
Extremiac. Stark's nanite based model 38 armor gets infected with the heroic subroutine of Brainiac-8. I'm still figuring out which mad scientist thought this would be a good idea.
I've even played around a little and I think I can make the armor green with three red spheres.
In order to do a 12th level intellect nanoconstruct, I'm probably going to go at PL 12 or 13.

Upon second look at the power levels, I don't think that I can find a way to get my original character idea to a level where he could compete with everyone else without stretching things ridiculously. My new idea is going to be for a high-level precision telekinetic, possibly with some level of extrasensory power involved. WIP name is going to be Tarragon.

@Azten, perhaps a few hobby skills might help? Or second chance vs. being lifted as he uses his magic to keep him on the ground.
@Arenbecl, Good idea. I've run characters that weren't suited to the game's concept and it can be unpleasant. Hawkeye might work in the movies, but it sucks to play him in a game.

For anyone who doesn't want to look through that, here's a tl'dr
Name: Tarragon
Powers: Telekinesis, with secondary flight, move object, etc
Backstory: I haven't fully fleshed this out yet, but I have a rough concept. Tarragon is going to be some kind of alien ala Superman or Martian Manhunter. His race, while not being as physically powerful as the two previous, are impressive users of telekinesis. I can't decide between making him either the ambassador of his race, or a "lone survivor" kind of deal.

I'll have my build up tomorrow. I'm just going to us my old origin, which is that he gained his powers from a nuclear accident (experimental fusion bottle containment ruptured by eco-terrorist attack).
He's pretty much a physical paragon, who has to transform to use all his powers. In normal form, he's just a fairly smart, fit human.
