Once per tier you can take a card feat which adds a card to your deck yes. I like how hero points means the three feats can be spent in the order you like (1 skill 1 power 1 card)

When you earn a hero point (which is after every scenario in Org Play), you can spend that hero point to gain either a Skill feat, Power feat, or Card feat -- as long as your feat count is lower than your feat max. Your feat max is normally the tier of your character, but rewards that give you a bonus feat also increase your feat maximum (but only up to +1). Your maximum for each feat type right now is 5.

Optionally, you can save your hero point and use it to reroll all dice on a check, or you can spend all of your hero points (at least 1) to resurrect yourself after a scenario. Normally, you're not going to do this until you've maxed out your feats though.

I would as well. If it makes the math easier you can skip my roll for the Ally 4 and just use the Spell 3 for my second upgrade.
