I thought I had to hit to be subjected to the quills?

I thought so too but... it says in this case attack, not hit.
Any creature attacking a pukwudgie with light or one-handed melee weapons, natural weapons, or an unarmed strike takes 1d3 points of piercing damage. Anyone who takes damage from these quills is also exposed to the pukwudgie’s poison.

Varian's eyes snap open, and he sees that the party is still in significant danger. He then immediately tries to rectify that, before standing, and 5' stepping back so that the creature can no longer see him.

He then steps out from behind the cave wall, and tosses another brace of force missiles at the party's quilled foe.

Unless that takes the creature down, he then drops prone, relying on the +4 to AC from cover, and the +4 from being prone, the reduce the risk of being hit.
