So basically, imagine you were playing the antagonist(s) instead of a PC. You actually are playing their alignment, so no "I switch to being a good guy" bs.
What would you do differently? Assume you have their general pre demise plot armor, but otherwise you have to follow the rules.
So you could make artifacts if the antagonist can do so, but you cannot just randomly become gestalt.
For me, as Queen Elvanna, I'd become a Lich. Make the Icecrown of Irrisen my phylactery, and boom, Baba Yaga is screwed. At least for awhile anyways.
What about you?

Depends on the module/AP.
Hells rebels:
--No melodramatic bufoonery, I shall crush the insurgents early, with my own might, without relying on hell.
Reign of winter:
The dumb thing here is that the initial thing of Queen Ilvana should frankly resolt in visits by Andoran/Galtese black ops, teleporting devils, what have you because messing with other people food supply is a declaration of war.
So, the first thing I would do is to make it look like Koschtschie did it.
"Support Irrisen before Koscthschie joins the worldwound!!!"
WOTR:
If I was Vorleesh, I would try more stridently to get Nocticula to be "inside the tent, pissing out". Get the most dangerous demonlord an actual "stake" so to speak in that, and still be open to receive the *real estate aquisition assistance* boons if she decides to backstab Baphomet. And like, Nocticulan interests are probably rich enough to flat out buy large party of Golarion legally, so have the invasion be less "outright genocidal", smuggle with the techniq league runnign Numeria, *yes, of course we have *Demon drugs* (TM), yes, they are called that because the asnwer to *are they demondrugs because they are made from demons, or because they work on demons* is *yes* *.
