If I have a Scrollmaster/Cyphermage/or other class that boosts lvl when casting items, but in this example: a scrollmaster Level 10, and craft a level 1 scroll with heighten spell metamagic attached as a 1st level spell scroll, when I cast it later from the scroll as a 15th level caster, or whatever I am, is it casting heightened at my level?
You can cast spells as if they were a higher level.
Benefit: A heightened spell has a higher spell level than normal (up to a maximum of 9th level). Unlike other metamagic feats, Heighten Spell actually increases the effective level of the spell that it modifies. All effects dependent on spell level (such as saving throw DCs and ability to penetrate a lesser globe of invulnerability) are calculated according to the heightened level.
Level Increase: The heightened spell is as difficult to prepare and cast as a spell of its effective level.
At 10th level, the scrollmaster can cast a Wizard spell from a scroll and use his own Intelligence score and relevant feats to set the DC for the spell, and can use his own caster level if it is higher than that of the scroll (similar to a caster using a staff ). The scrollmaster must have already deciphered the writing on the scroll to use this ability.
This ability replaces the 10th-level Wizard bonus feat.

Heightened spell raises the spell level to what is chosen when the spell is prepared or inscribed, up to the maximum spell level you can cast. The spell is then treated as that spell level for all purposes. Preparing or inscribing a heightened spell at its actual level does nothing. Improved Scroll Casting raises the caster level, but does not affect the spell level.
So, in your case the spell will still be a 1st level spell, but its caster level will be whatever your caster level is. If you inscribed the scroll as a 4th level spell with a caster level of 7 (The minimum you can for a 4th level spells). And then cast it from the scroll it would be a 4th level spell using your current caster level.

A heightened spell costs more to scribe. This functions like if you made it using other metamagic feats. If you increase a spell level from 1 to 2, it'll cost the same as though you were making a scroll of a level 2 spell.
Improved Scroll Casting can increase the CL of a scroll to match your CL at no additional cost. Increases to the Save DC from your Int score and feats are also free.

So let's say you create a scroll with Continual Flame K2 at K4@7. (use wizard below) It will use 12.5*4*7 +50 = 400gp in materials to scribe, take 1 day (base price>250gp), and have the DC/Save of a 4th level spell {DC=10+4+6 which isn't needed with this spell}. You must know continual flame and have Scribe Scroll and Heighten MetaMag. The Scr: ContFlm:K4@7 is worth 750gp and many arcane casters can use it. FYI PFS uses minimals, thus the spell DC would be 16 in Org Play campaign.
A Wizard-Scrollmaster 12 with Int 22(+6) using Improved Scroll Casting (Su) would cast the scroll at K4@12 with DC 20{as above} OR as K5@12 with DC 21 using MetaMag Heighten at casting.
Similarly the above Wizard-Scrollmaster using Imp'vd Scr Cast with a basic Scr: ContFlm:K2@3 150gp could cast the scroll at K5@12 with DC 21{as above}. don't ask me where the extra spell levels come from to pay for the higher spell level
You can substitute in various spells for continual flame.
