Vorpal dragon

Rules Discussion

Hello, I don't understand an ability for the vorpal dragon.

Quote:
Heads Will Roll! [two-actions] Frequency once per minute; Effect The vorpal dragon swoops across the battlefield, sweeping their axe-bladed tail through their foes. The dragon Flies twice; at any point during this movement, the dragon makes up to two chin blade Strikes, each against a different creature within reach. The dragon's multiple attack penalty doesn't increase until all Strikes are made.

Why in the text is there "sweeping their axe-bladed tail" and then "makes up to two chin blade Strikes" ? why is it not "tail Strikes" ?

Thanks for your future answer.

An error. Only chin blades have vorpal binding quality, so dragons do chin blade strikes.

Sovereign Court

Probably a holdover from an earlier draft where the tail was the vorpal part?

Other than a descriptive error, nothing here is hard to understand (IMO).

The narrative description is confusing/bad, but the mechanics are straightforward. For two actions, dragon flies twice and during that movement is allowed to make two chin blade strikes (which has the vorpal binding effect, which can decapitate the opponent on a natural 20).
