hello,
A rule point I don't understand. For example, a level 5 Wizard can cast spells up to rank 3. If he finds a scroll with a rank 4 spell, he cannot cast it because his level is too low. However, suppose a Fighter is trained in Arcana and has the 'Trick Magic Item' feat. If he finds the rank 4 scroll, he can cast the spell. I find it surprising that a Fighter with this feat can cast the spell while the Wizard cannot, even though they are arcane spells. Or perhaps I have misunderstood the rule

"Casting a Spell from a scroll requires holding the scroll in one hand and activating it with a Cast a Spell activity using the normal number of actions for that spell. The spell must appear on your spell list. Because you're the one Casting the Spell, use your spell attack modifier and spell DC. The spell also gains the appropriate trait for your tradition (arcane, divine, occult, or primal)."Nothing about a rank.
While 'spell list' is not very well defined, probably almost nobody includes rank of your highest spell slot in it.

The game only suggests the GM to not provide items stronger than character level (yet the GM can and many APs does this but usually no more than 1 level).
But the PC by itself typically doesn't have access nor money for higher levels unless the GM wants.
So you only will be able to get and use items likes scrolls with levels higher than your character if you GM want it.

Also, DCs would be normal ones, of the PC using it. So it wouldn't be that bad.
I actually think to rarely introduce some higher level (rank +2..+3) scrolls or even wands to my PCs just for them to have some out the ordinary fun. Maybe, if I won't forget with anything else I need to do.| Tridus |

With how fast wealth scales up in the system, getting a higher level item doesn't throw things out of whack that long. It can be really cool if it happens as a narrative reward, or just as a surprise treasure hidden in a secret stash or something. Players think its awesome because its something they literally couldn't get yet.
But in a couple of levels it's generally back in line anyway.
The point for GMs? Don't be afraid to go over the suggested level when giving out treasure if it'll be a cool moment. Don't do it all the time because it ceases to be special in that case, but its not something worth stressing a ton over.
Especially with scrolls, because as mentioned above the DCs and such are still those of the person using the scroll. A good spell at a key moment from a scroll can swing a fight, but it's not like they'll be taking on stuff 6 levels above them because they have it.
