Witch Hex remastered: Does Sustaining a Hex Count as “Using” a Hex?

QUESTION

The Witch rules state:

“You can cast only one spell with the hex trait each turn; attempts to use a second automatically fail and usually cause your familiar to hiss in displeasure as your patron rejects your call.”

I need an official clarification:

If a Witch Sustains an existing hex on their turn, does that Sustain action count as “using a hex,” therefore preventing them from casting a new hex on the same turn?

Put simply:

Can a Witch Sustain one hex and cast a different hex in the same turn, or does the Sustain action itself count as the hex use for that turn?

Sustaining a spell isn't casting it, so yes, you can cast a Hex and Sustain a different Hex in the same turn.

Agreed.

If Hexes were supposed to be limited to one active at a time, there is a much clearer way of saying that already with the Bard's Composition spell rules.

Hexes are only limited on casting them. Not in keeping them active.
