Agreed. Sustain doesn't work for all spells.
Figment can be sustained because it lists its duration as 'sustained'.
Menacing Lament instead lists the duration at a fixed '1 round'. It cannot be Sustained.
Glamorize also has a fixed duration. Its duration is '1 hour'. It can be Sustained, but not to extend the duration. It can be Sustained for the special effect listed in the spell that the Sustain action causes.

My next question is whether off guard counts as a negative condition. If so, a resentment witch could extend it
Depends:
This prolongs only conditions with a timed duration (such as “1 round” or “until the end of your next turn”) and doesn't prevent conditions from being removed by other means.
So it should work if Off-Guard is there due to something that meets that criteria, such as a critical specialization sword hit. It wouldn't work if it was there due to flanking or being prone/grabbed, since those are not timed.

Yeah, I don't think anyone has a serious argument that Off-Guard isn't a negative condition. It is a Condition... that characters generally don't want and would consider a detriment.
So your answer about when it would or would not interact with Ongoing Misery is probably a more meaningful answer.
With Menacing Lament being a spell effect that lasts one round, that seems to me that it would meet the requirements for Ongoing Misery.
