Leap Attack

I am going to be running an encounter with Morlocks soon, which have this special ability:

Leap Attack: As a standard action, a morlock may make a single attack during a jump. It can make this attack at any point along the course of the leap—the start, the end, or while in mid-air. While jumping, a morlock does not provoke attacks of opportunity for leaving a threatened square.

There are two ways to read this; either the Morlock has a special standard action they can take that lets them jump and make an attack at any point in the jump, -or- they are allowed to take a standard action to attack in the middle of a jump they are making in some other way (such as their move action).

That changes how they play a decent amount since the first interpretation allows them to attack in a surprise round and have much more mobility in lining up jumping attacks for hit and run tactics. Googling hasn't really come up with anything other than people noting its not very clearly written, so I wanted to ask and see how other people would choose to interpret this.

it does limit it to one attack rather than a full attack action.
It is the Monster analogy to Spring Attack without the restrictions (maybe Improved or Greater Spring Attack...).

Looking at the wording says they can make an attack during a jump. Since Jumping requires a move action that seems to indicate the second option. If the wording had said something like they can make a jump while attacking that would have indicated the first option.

The first option would also allow them to take a move action before the leaping attack. Normally the only way to attack when doing a double move is using the charge action. Charge is a full round action, which would make leaping attack superior to a charge.
