There don't appear to be rules for replacing one. What does one do when forced to abandon it; what options are available for replacing it? Or are you just forever out your class ability until you can recover your staff?

There are no rules for replacing it because you're not expected to get into a situation where you would need to replacement.
Just generally speaking there's not supposed to be any cases of "[blank] happened, and now I don't get to use my character's features." which is why even the closest the game gets to that is nebulously defined (committing anathema can result in loss of powers "eventually") and the next closest is pretty much just retraining (animal companion died, so get a new one).
There's no reason for a GM to believe anything other than that should a makeshift staff go missing it simply be replaced by a new makeshift staff (if not already crafted into a specific staff) immediately upon "I go grab a stick". And if it has already been crafted into a specific staff, then we're just in the same territory as any other case of an item some character is relying upon being taken away; don't do that without having already made your plan for how to give it or a suitable replacement back.

I'd personally call it a day's worth of downtime, myself. I can't find a specific rules interaction for it, but one of the wizard's other primary item class features, their Arcane Bond, can be re-chosen each day, and, if we're assuming that the makeshift staff is an item that can be lost as opposed to a class feature that is part of you, then I also think the day's worth of time to Craft a new one seems reasonable.
Admittedly, then you get into territory of having to outline how many makeshift staves the player can make or others can use, but that seems like a pretty easy conversation to have at table.
