Hello, I have a question about Spirit or stitched familiar or Patron's presence.

For these feats, the ability needs two actions.

Is it two actions from the familiar or the witch ?

They are familiar actions.

So the action cost for using the activity is coming from the action pool of the familiar.

The master will have to spend one action giving the familiar Commands (without some other ability that gives Commands differently, such as Patron's Puppet). And then the familiar will have the two actions available to spend on actions and activities that they have access to, such as Stitched Familiar or Patron's Presence.
