Let's start this off, with I'm brand new to paizo organized play and Pathfinder Society 2e. Just ran my first scenario Intro #6-01: Year of Immortal Influence, and looking over the next couple scenarios for this season. Noticed that they #6-03 is for 5th-8th and #6-04 is for 3rd-6th. So, it looks like PFS is setup for "Quests" to be played in between the "Scenarios". Then can I run any of the "Quests" that are level appropriate or is the Series 2 Quests (current #14-20) for this year?
Looking for some guidance on helping the players get leveled up to be able to stay up with this years story plot.

We don't necessarily assume that players are going to play every scenario in exact numerical order, though we do often try to keep the metaplot in a roughly ascending order. You're free to run your low-level characters and players through any 1-4 scenario or quest from this year or previous years.
If your players are also all/mostly new, I might recommend the two dedicated intro scenarios: The Second Confirmation and United in Purpose. There are also a number of spooky scenarios perfect for this time of year!
Thought I read on Lorespire that your character can only be in one season at a time. So, was that a misunderstanding?

Your character can be in only one session at a time. This is mostly for players who engage in play-by-post games, which can usually take several weeks to complete. You are free to play any scenarios in any order with any character you like!

Besides Lorespire, is there another website with a good overview of the Pathfinder Rules for character creation, pathfinder provision, and rewards? To help the players and GM get up to speed.
