Can a Wandering Chef (Tian Xia Character Guide) create bombs from their versatile vials? Or just consumable alchemical food?
There are so many exceptions to those archetype feats that I find myself having difficulty wrapping my head around it.

Whether trained in a noble kitchen or a humble home, you know how to cook delicious dishes and source ingredients from the wilderness or urban settings. You become trained in Crafting; if you were already trained in Crafting, you instead become trained in a skill of your choice. You can use cookware instead of an alchemist's toolkit to craft alchemical foods. When using the Subsist downtime activity, you can use Crafting or Cooking Lore in place of Survival, and if you roll a failure, you get a success instead. You gain the Quick Alchemy benefits, but can use it only to create consumables, and the consumables must be alchemical food. Any items you choose with Alchemical Crafting must be alchemical food, but they can be 1st level or 2nd level instead of only 1st level. You create up to 4 versatile vials during your daily preparations. Typically, a wandering chef's versatile vials take the form of parcels of foraged ingredients.
Looks like no, multiple times over.
Don't even carry Alch Tools.
Doesn't look like you actually get Alchemical Crafting? Just an exception to make alch food anyways via reg Crafting.

As many have said- the answer is no. But for fun, I would allow them to make "avant garde masterpieces".
Which translates to soup that acts as an acid flask (lesser) and a souffle that acts as a blight bomb (lesser) when it goes flat. And a variety of things that turn into smoke bombs.
Still not alchemy tools, so "wandering" ones cannot do this out in the open. Only (trainee) chefs in their kitchen can do this. And obviously they don't do it on purpose. This could be a scene for low level adventurers.
