That's because Splash damage is notoriously undefined.
The only thing that even tries to define what splash damage is is the Splash trait and the splash rules which are specifically and only for bombs.

I'd hazard a guess that because the scatter and kickback traits are separate/distinct and not related to each other that they don't interact.
You fire a dwarven scattergun and then you execute the 'roll damage' ruleset where you roll damage for the gun and then add modifiers, bonuses, and penalties that apply to the result of the roll. These would be two distinct modifiers that come from two distinct weapon traits. Without additional enabling rules text they don't interact and would be added separate/stepwise from each other to the base damage roll (not to each other). We also know they don't natively interact because we have just scatter or just kickback weapons that roll fine without the other trait. I think you would need something in the weapon description to tie the traits together like "the damage from the kickback trait applies to the splash damage from the scatter trait" to get the interaction you want.
